          To achieve this just go to your admin panel of Magento 2 and travers to the below location




          Store > Configuration > Sales > Sales > Minimum Advertised Price > Enable MAP




          enter image description here
          Set the Enable MAP to yes & you can also set the display message if you want.



          Then go to the below location into your admin




          Catalog > Products > {Your Willing Product} > Advance Pricing >
          Manufacturer's Suggested Retail Price




          Enter your willing price there & save your product.




          Note: Make sure your cache is disabled when you are doing this or if
          not then run the below command to see the change son the front-end



          php bin/magento cache:flush
